K-14 Technical Assistance Provider
Project Description
The Bay Region’s K-14 Technical Assistance Provider (TAP) delivers regional leadership for the development and administration of approximately $31 million in K12 Strong Workforce Program (SWP) funds, including oversight of 17 K12 Pathway Coordinators serving 400+ LEAs across the region.

Professional development opportunities for equipping Pathway Coordinators and other BACCC staff with facilitation skills and strategies to foster productive, inclusive meetings, encourage full participation, and build team agency and effectiveness.
Designing and facilitating meetings for equity offers essential knowledge and skills for setting the conditions necessary for effective discussion and collaboration, as well as facilitation skills to support you to respond to the particular dynamics of the group you are working with.
The Need
With 28 community colleges and over 800 K12 schools, the Bay Region requires dedicated technical assistance to ensure that K12 SWP and Career Technical Education Incentive Grant (CTEIG) funds are deployed effectively and equitably. Key challenges include conflicts of interest in grant selection processes, staffing vacancies among Pathway Coordinators, and weak alignment between K12 CTE pathways and community college programs. Stronger data systems are also needed to track student progression from K12 through college to livable-wage employment.
Project Purpose
The K-14 TAP provides technical assistance, professional development, and guidance to K12 partners, Pathway Coordinators, and community college partners supporting pathway design aligned with regional economic priorities and ensuring compliance with K12 SWP metrics.
Measurable Goal
350,000+ students in the Bay Region’s public schools are within reach of this project’s impact through the network of K12 Pathway Coordinators, with a focus on expanding CTE pathway access and increasing the number of students who obtain jobs in closely related fields of study (SWP metric).
Activities
- Conduct professional development and onboarding for K12 Pathway Coordinators
- Ensure data collection and reporting across all K12 SWP-funded projects
- Promote partnerships between K-12 schools and business & industry, including work-based learning and industry job shadowing for CTE teachers
- Support early college credit attainment through pathway technical assistance
- Conduct a regional CTE inventory and needs assessment to document pathway alignment between K12 and community college programs
