BACCC has a two‑tiered governance structure designed to ensure diverse representation and keep student needs at the center of decision‑making. The first tier, the CTE Leadership Group, includes representation from all 28 colleges in the region, with each college’s CEO, CIO, CTE Dean, and ideally a CTE Faculty Liaison conferring before the CEO (or their designee) casts that college’s single vote. A two‑thirds majority is required for decisions, which typically involve allocation of regional dollars to CTE strategies and guidance on major regional investments and initiatives. This “one college, one vote” structure balances input across institutions, preventing dominance by any one district and ensuring strategies that enhance student access to high‑quality CTE opportunities.

The second tier, the Regional Priorities Committee (RPC), brings together primary and alternate representatives from each of BACCC’s five economic subregions—North Bay, East Bay, SF-Peninsula, Silicon Valley, and Santa Cruz‑Monterey. All RPC members are CTE Deans or Directors, providing local insight to ensure regional decisions reflect subregional realities and priorities
